yeah, it's the KDE plasma desktop. this is actually not very different from the default theme, just a bit more elegant

I don't usually like having tons of icons on my Desktop but I like using Rainmeter sometimes to fill space instead of dumb game icons, also I love the hide the Taskbar as well too.
